Did you read the question? In Fluffy's methods, a pass of 5♠ is forcing. For partner to pass suggests competing to 6♥. That would be an odd thing to do with the example hand I gave. You misunderstand I meant your example hand is an auto pass rather than a 2♥ preempt V vs NV assuming IMPS. So when you wrote "X of 5♠ is totally idiotic" you meant "this isn't a 2♥ opening"? well it is IMO only but yes and if you think it is a 2♥ hand then it is idiotic to play forcing pass in this situation.

I assumed this was IMPs and you have an Auto pass at these colors with your example hand and X of 5♠ is totally idiotic, maybe anyway even if you hold the right hand for an IMPs V vs NV "weak" 2
Both south's assigned the majority of the blame #1 should have passed 5♥ (this has gotta b forcing and maybe showing ♠ tolerance(?) ) while #2 IMO bidding 2♣ seems a travesty with this good a hand.
I suspect you were cooked on this hand no matter the interference. If you are going to TOX 3♣ you were probably going to Stayman over RHO's pass; passing partner's 2♦ response and raising his 2M to 3M which based on comments he would raise to 4M. Personally I think pass of 3♣ was the right choice as I would play X as penalty and over RHO's pass I'd Stayman and pass the response.
I don't care if he was thinking about the blonde at the next table wearing a white, sleeveless strapped blouse or if he was worried that 4♠ was a Phantom Sac this is nearly impregnable from penalties. TBS the BIT imposes significant problems for his partner who is for all practical purposes forced to pass. Consequently that gives the 4th seat something to mull over.
No I would double 1NT rather than make a jump shift of course it wouldn't be an average hand but then 1M (P) P 1NT; 3m is kind of nuts with a minimal opener. I suspect this is not what you were asking but you need to give a sample auction to get sensible answers.
BUT WE HAVE A SIDE FOUR CARD MAJOR!!!!!! if the colors were equal it would be a consideration. If the colors were reversed I would be thinking what kind of idiot preempts with this :blink:
of course the opps won't let you sit for 3NT. And while in a minority here with 3♥ unavailable I prefer the X so I can keep the 3♦ call a weaker hand. Over 4♥ I call 5♦ more as insurance than to make which is very rare at these colors.
I don't think I can really fault the bidding. The only thing that might have made a difference would be for the bottom hand (South?) to make a 3♠ call over the 2-card ♥ support shown by the ♠ opener.
