3D p p 3H p is normal. After that west has a really ugly problem. Passing might even be the percentage action as weird as that seems. 4C and 3N are certainly possible bids also.

Doubling 1N p 3N is useful. Sometimes partner doesn't make the right lead, but if you have a solid major it's usually pretty obvious. There is a huge gain to the double. meanwhile 4C natural will almost never occur. The opps usually don't have a major suit fit, so you having long clubs and a hand that actually wants to bid is quite unlikely. However if you have both majors it's much more likely that you want to bid, and much more likely that you have such a hand.

I would just bid 6H with no agreements.

BTW I think a big plus factor for leading your suit is that partner doesn't have to find a tough shift later. Like on a diamond lead I bet partner wasnt just winning the ace and playing a club, even if you led a high one.

I hate the rule of 9 and the LOTT rules, but I can't offer rules myself so what do I know. When to pass a takeout double just depends on so many factors you basically have to use good judgment to do well.

This auction is fine, no blame. Totally disagree with blaming north, pulling with a balanced hand and 4 spades should be routine, esp wtih xxx hearts.
