If North holds ♠A & ♣Ax,3NT is almost unbeatable from North's hand but finding & bidding of that is almost impossible.Considering opener has a 2/2.5 QTs & South has 7tricks hand,bidding 4♣ now appears to be reasonable.

For an expected bid of 3nt from partner you are to indicate your weakness for his help(stopper),for surely for a preemptive hand he can'nt have allround stoppers.With specific stopper in North's hand chance of making 3nt is very high as East willbe confined in his own hand.
What is the point of showing partner ♠control when he preempted,unless you want to play in♠? In that case,South would'nt pass in the first round.Imo South is a strong hand asking for a ♠control for North to bid 3nt or bid 4C.
After preemptive bid & raise ,it is extremely difficult to show strength & strain due to shortness of space.Though it is fraught with danger,for adventurous North 4NT may be an appropriate bid to describe his hand.
Apperantly West's switch from Club indicates ♣A may be dropping on a ruff,particularly when he switched to a trump while South has nothing to ruff in dummy.
In that case would'nt it be prudent for responder to bid 5Spades,so that opener can bid 5NT/6S depending upon his hand & subsequently responder can bid 6NT/pass.
