With a modified loosing trick count of 5.5 (Strong) South should be looking for a slam after the opening bid. 19-7.5-5.5=6 (expected contract level) I use a limit+ Jacoby 2♠/2NT and only use 2/1 when there is no 3+ card fit. Continuations after the 2nd bid can vary, but one version I use uses incremental bids showing various strength hands. In the above example bidding would go: 1♥-2♠ (4+♥ limit+) 3♣ (Intermediate 6.5)-3♦ (Intermediate+ short suit ask with slam intentions) With other responses sign off can be in 3M/game or still be slam explorational. Choose your style after the 3rd bid; short suit ask/2nd suit ask/ITL cue bids etc. Key card shows/asks establishes slam viability and with 9 cards in trumps and missing the queen the odds are on your side with South's hand above.
  2. I play this strength/shape hand as an option within my Strong 2♣/Multi 2♣. It is also sometimes used in a Multi ♦ context. Typically the bidding would go 2♣-2♦-3X(1 under shortage). Alternatively, if 1♠ is natural (mine isn't) 1♦-3NT fits the bill unless this means something different for you.
  3. West balancing when East has 17 points is optimistic. West is highly likely to have a 5 card suit. In ♦ it could even be 6. On balance I would expect to make 3x or be one off so it would be the optimal play NV. In this case the optimum contract appears to be 3♣.
  4. How about 4♦ to show slam interest against a non-mimimum opening. 4♠ should make and the ♥s are likely to be a good source of tricks
  5. Playing the overcall structure you can bid 2♠ to show 4+♠ & 5+♣. I take it a bit further and would use 2♠ as a Frelling 2♠ style up to 14hcp for the 2 suited hand and 11hcp for the long ♠
