IMO 2NT means 14~15 balanced hand as an option for his PD-3NT or 4S.Otherwise pass & 4S are better than 2NT.

Y not use the handside tool 3NT-void splinter?If pd is strong,there is a slam in sight.Otherwise 4H is impossible better than 4S. 2H as 2/1 with only 7HCP is too weak!

I support fast arrival of 3NT after 2/1, 'cause of no good fit.

IMO splinter 4D is the best: The first key to a slam is the H ctrl.

IMO the responser considers she/he could be the master of the bidding period.
