Imo, redouble indicates 3-3 in majors with another K apart from ♠Q as otherwise West was to bid his better major in any case after the double.It is a toss up between ♥K&♣K being held by East.I may be totally wrong but I will play ♥Q.
Not only that, will a passed hand respond with a Q bid? What he was trying to achieve with his at most 8/9 hcp hand ?Imo it is a ♣ suit showing non opening maximum hand with at best 2c ♠. I would pass with my Aceless hand.

If you have not discussed earlier with partner the specifics then it is a gamble & Primarily to play. If you are playing 5c majors then 3nt bidder is expected to hold at most 3c in bid suit preferably with a top honours(hoping to run 5 tricks & score 4 tricks elsewhere) with 12/13 points with no biddable suits & scattered values with at least 3cs in unbid suits.
The field may be mediocre but I don't think anybody will miss bidding with 0-5-1-7 when 5♣ is at least a very good sacrifice & lead a stiff without ruffing prospect in hand.
Yes,it is a penalty.Partner is expecting zero defensive value from you as weak 2 opening does not promise even single QT.Generally partner's bid is honoured but in case of your extreme hand pattern you may bid.
