Is there only a time limit or limited number of tourneys ?

Hello, For the past 2 days our tournament was cancelled by BBO at the starting time giving an error of too many players ?!? Please note the the tournament was set with a maximum of 30 and at the starting time there were much less players registered for the tourney. Appreciate your help.
