I don't know. But I do know you can't use the same bid to begin a semi-balanced slam auction as you use to express fear of a notrump game. (I myself reserve some artificial first response to initiate all slam auctions when lacking a singleton or a 6-card suit.) Carl
When responder has a fair 6-card minor, it is a live possibility as a strain for slam. Indeed, for entry reasons, it may be the only slam strain. So it is vital that the follow-up structure not bury responder's suit. Note that it is far more important for opener to know AJxxxx is opposite than to know KQxxx is opposite.
From first K-S book: no 1.5 quick tricks,no opening. 11.10 CCCC points. Kaplan would NOT open it as dealer. For that matter, in early Roth-Stone, an opening required 2 defensive tricks, separately from the point count requirement.
I used to put on the card that I pre-empted light but my partner did not. A sectional acbl tournament director said this was illegal because the partners were required to play the same system. By the way, I personally believe it is correct to pass as dealer with QJ2 QJ2 QJ2 KQJ2 As do all followers of Edgar Kaplan's CCCC point count. Carl
