No, it's insane. Any hand that couldn't bid over 1♥ won't be able to bid after 1♥-3♥ passed around. It doesn't make sense.

whith which Norh can bid 3 NT, but passed

on a few hands you might be a hero, but in the long run i cant see where this will win in the longrun. Obviously you could balance ove 1♥ p 2♥ pp 2nt if its matchpoints but over 3♥ its suicide, its more likelly that the opps have not bid game.

I would bid 4nt with your example minor suit hand not 3nt.

Just because you have 8 card fit doesn't mean you can actually make 4m. You worry about:

- 4m down 1, when 3h was also down 1

- 4m dbl down 2 vs. a partscore

- you push them into making 4H, when you could have just been -170 instead.

 

Bidding will work out well on occasion, but it's probably anti-percentage.
