I would say no in practice, but this is a bot. More importantly bidding 3NT depends on the strength of the X; if this is sub 15hcp then you will struggle in 3NT too

Seems they've turned off simulations in this position so you only get the book bid; who knows why as a simulation gives 3NT almost every time.

GIB requires 11 HCP to bid 3NT. If you decrease the limit by 1, no doubt there will be other 10 HCP hands where it would be silly to bid 3NT. So it really doesn't make any sense / is pointless to change the book bid - whenever you're on the edge like this, a simulation is the only sensible method for deciding.

Yeah, other vulnerabilities the older version of GIB which does have simulations enabled comes up with pass around half the time and 3NT the other half - not sure which is best in the long run; it's probably pretty close.
