Because BBO never got round to making things clearer.Another question might be "why do I even see tourneys that I am not eligible to play?" Currently I type in 'pairs' and scroll through endless local clubs that wont have me. I'm generally looking for the few I know which will, and also 'unclocked' format. The ACBL allows visitors (that is, players who did not play at that club/city in the 15 months prior to lockdown) up to 15% of players (but you have to know about the game and get approval from the club owner, so being a pair of visitors doesn't often happen outside of swiss team games). As a suggestion, mark the VACB BBO names of the clubs you play in as "follow" or "friend" in their profile.
