At the 13th trick, once the leader plays, or after a second or two delay so players can see who won, the last cards from the last three hands should be automatically played. This would eliminate people forgetting or just taking too long to play their last card.

As as TD, I often am called to tables where a player hesitates at last trick because s/he does not want to see a bad result.

I usually penalize them an extra trick. 😠

Maybe 74B4:

prolonging play unnecessarily (as in playing on although he knows that all the tricks are surely his) for the purpose of disconcerting an opponent.

Although it would be difficult to determine the purpose of the hesitation. It could be that they were just distracted, but then you can apply 74B1:

paying insufficient attention to the game.

As barmar points out, that is Law 74. The director does indeed have broad powers to apply procedural penalties, as provided for in Law 90. What is happening here is an adjusted score, which is a different thing altogether. The conditions under which a director can adjust the score are scattered throughout the rules, but Law 12 only empowers a director to do so under those specific conditions.

 

Of course, there is a practical issue here that needs to be addressed for BBO to be suitable for running events. BBO simply does not allow the director to apply procedural or disciplinary penalties. When I direct, we can apply these outside BBO before publishing the final results. But that is not available to people who only work within BBO. However, I think it's important to recognise the distinction. For instance, in the situation I queried, the non-offending side gets a better score than they really deserve. And that's not fair to the other contestants.

The laws aren't any national jurisdiction either. That's more than semantic, because working outside them fundamentally changes the nature of the game. I do get you are hamstrung by the software, but it's worth recognising you are doing so.
