Here are Rex's own words in defense of the bid of 4 over opps 4.

a pass would imply tolerance for spades (a doubleton). If you had spade shortness you would probably just X. If you had a minor 2 suiter you would try pass and pull to 4N (immediate 4N being keycard). If you had a club 1 suiter, you would bid 5C (or pass planning to pass a X and pull a 4S bid to 5C). Thus it is safe to bid on the assumption pard has a doubleton spade.
