So it seemed like you were asking about bridge in general, not BBO. You can switch seats by clicking on your partner's compass direction. You don't..... In a virtual tourney the TD provides a substitute. In a real time tournament the solo player is forced to withdrawand the TD arranges an alternative movement. (I've actually seen this happen). We would leave it up to the disciplinary section of our national federation who would probably impose a few months ban for a first serious offence.
