From ACBL alert pamphlet:

"Note: A non-forcing suit response to a weak two-bid requires an Alert. A simple raise(2♥-P-3♥, for example) of a weak two-bid that is invitational or better requires an Alert."

If you notice on your convention card under weak 2's a new suit non-forcing is in red and thus requires an alert

We played a hand with bidding p, 2D, p, 2H, p,p,p. ACBL2 claims that the 2H should have been alerted. 10 other tbles bid the same contract, making. The ACBL2 director reduced our score w/o justification saying we should alert.

 

Is there any higher authority that we can apply to?

 

You were given justification. You didn't alert something you had to. You have no appeal.
