Dbl is not an option, since you don't even have a 4 card H, and you don't want a 2C answer. So there are 2 bids left: pass or 2D. You have a good 4-card D, but red on 2-level with a 4-card is asking for troubles! And you don't have any escape suit. That means 2D is out of the question and only pass has left. Other advantages of passing: IF they play a game, they won't know where the points are. Also after a natural bidding like 1S-p-p-? I'd never accept that my partner passes, NEVER! He can either bid 1NT with 12-14 (I don't bid 1NT with 10-11 HCP), Dbl or a 5-card. It's a bit like 1x-1y-p-p-? where partner allways has to Dbl in case I have a penalty pass. Nothing could be further from the truth...
