It's rude if the bid was more or less in tempo, particularly if we are talking about declarer's first play from dummy.But in extreme cases a polite request to speed up may be appropriate.The BBO interface doesn't do anything to regulate, measure or display think time, and the Director does not have the same possibility as in face to face to figure out who is responsible for slow play.
