There are a number of possible reasons that you may not want the person in question to be aware that you have marked them as an enemy. you really want them to know, you can send them a message before marking them. Definitely enemies should not be allowed to sit as partner or at the same table. I was under the impression that the host can require people to ask permission to sit. We don't currently prevent enemies from sitting at the same table or being partners, but "Help me find a game" will never select a table with an enemy.
