Custom list editing

I create a tournament and I give TD right to the tournament for somebody. If he wants to modify the tourney, especially wants to include a member list, there are some who sees the Create Tournament and the Include/Exclude Lists buttons and others not. Why?

Only the host can maintain the include/exclude lists. Even when a co director has the button (having his own hosting rights) it would not work when he maintains the list for someone else tourney.

Additional you have to update the tourney when you changed one of the lists.

I have got a different experience. I was asked to create a tourney for somebody who was not authorised to do it. After entitling him as co-director, he could maintain the include list. Of course he overwrote my list, but the valid list has become whose, who last time modified the tourney. But not each entitled co-director's screen contained the custom list button.
