This is a penalty opposite a bid known to have no defense a 2S preempt.

How many pts North shouldn't matter, Gib has 4 defensive tricks.

Gib's program may double on 16 pts but Gib has what it needs, perhaps by accident.

Steve, you're looking at the wrong bid - 3♦ is the one in question.

3C is quite a bit of an overbid, not supposed to raise so weakly over a preempt with such garbage and half your points quacks in the opp's suit. Don't preempt over a preempt essentially; cater to your stronger hands so you can bid games. Gib thought 3c is 9-11 total points and I suppose that's approximately right, 8-10 pts and maybe some shape.

 

Still, East should still pass, it passes at a normal bidding table but for whatever reason decided game was on at your table and was stuck with a bunch of weirdly defined options:

3d is 16-22,

3h is 19-22 for some odd reason

3nt is 18+.

and chose what it thought was least lie I suppose.

 

If 3c is 9+ then I imagine 3nt should be 16+ with a stop, unbalanced 16/17 or bal 18+, everything else should probably be 16+ naturalish.

A solid 9 GIB points at least. 7 points in HCP, and 1 point for each doubleton, maybe even an extra point for a 5th club. I can't find any flaws in this valuation or the description.
