If pd opened 1♠ and they overcalled 2♥, I'd double or bid 2 NT if that is natural. If they opened 1 ♠ and pd overcalled 2 ♥ then I'd cue 2♠. It is more likely that the sub-title was questioning whether I would pass, planning to also pass a re-opening double for penalties. I might consider this at pairs, but I need more to pass this sort of part-score double at IMPs.
