I think there was a cleanup of bidding game opposite a technically "0+" partner, but maybe this particular sequence escaped. Yes gwnn should have checked the range before he bid it. I doubled first because I felt like it (rightsiding, or finding hearts/spades, or ...). If you assume 7 HCP, then double then 3NT should be something like 18-25 HCP. This idea of a 3NT opening showing a strong balanced hand is just so alien to me that even though I had seen it in a first/second hand opener, it never occurred to me that would be the meaning in third or fourth!
