The relevant regulation I found was 8C2:- 8C2 ‘Multi’ 2♦A 2♦ opening may be played to contain a weak option and one or two strong options.(a) Weak optionA defined range of no more than 5 HCP, a minimum strength of 4 HCP and a maximumof 12 HCP. ThanksThe Level 4 requirements for Multi 2♦ are covered by 7C1 (b) (iv) and there are no range limits nor minimum HCP. However you should be meticulous with your disclosure. Those quoted above apply to Level 3 events, none of which are run by the EBU currently (although your county or club may use it). I don't recall any restrictions at Level 4 in the recent past.
