With that explanation it hardly seems possible to do anything but pass. No guarantee partner has Spades and certainly no safety at the 5 level. He pretty much always has a monster for 4 of a minor bids, probably 1-2 tricks better than you would expect from a normal human. So if you are his partner, raise and even bid slam on a whim.
