Hi

Welcome to Gib robot forum.

Such worse strategy is not fatal.http://www.bridgebase.com/forums/public/style_emoticons/default/rolleyes.gif

Pass often is a good option.http://www.bridgebase.com/forums/public/style_emoticons/default/rolleyes.gif

With this hand GIB should take into accout that pd is either void or singleton in spades and most probably will go higher. For such option GIB has zero values for him, while has very good values against 4S. And it will occur the worst what can be in bridge: instead of a big gain it will be a big loss

So, GIB should think it's likely that CHO will raise his own preempt?

Once again we see that GIB doubles on the basis of HCP, not trump tricks. My guess (certainly could be wrong) is that CHO bid 4H 'to make" despite knowing that GIB would play it as a preempt, and did bid again. If so, you got exactly what you deserved.
