In my eyes, as a general, after 2♠ any action east take shows east have exact 12-14hcp with two suiters.So its 15-20TPs is a thing that may happen.Personally I would better regard this definition as 14 -17 TPs, only 18-20TPs should be a rare thing. We've been told (a long time ago) that the descriptions were added as an after-thought, maybe even by BBO staff after purchasing the original product from Ginsberg, so GIB doesn't actually know that they exist.
