Do you have agreements what 1♣-1♥-1♠-3♦ and 1♣-1♥-1♠-2♦-2♥-3♦ mean ? If the second of those agrees hearts, continuing 3♥-4♠ should be a splinter. Surely not the 2♥ bid in the OP sequence? For my money, it doesn't really make any difference whether or not 2♦ is GF.
