The cut-off part of the 2N description includes partial stops in both black suits. The description of bidding 3N instead is exactly the same, except that it doesn't mention the heart length. I'd think 2- should be understood included for 3N. These two bids shouldn't mean the same thing; one should be stronger than the other. (Note the lack of an opinion as to which direction this should go.)

 

After that, should the 4 bid show some sort of minimum within the already-expressed strength range?
