There is little to no benefit to 3s showing unspecified shortness and it takes entirely too many hands off the table. This is a very reasonable 3s bid. Good texture in spades and there are far more ways to make 4s than 3n. It is not just game that is important. Sometimes (like 100% if I am your partner) I will be unable to accept your invite and 3s will most likely be far less disatrous than 2n

This is besides the point.

The issue is what should be the distinguishing feature between 2NT and 3 in this sequence.

If Bart is not on the CC, 3 stands out. I don't think a red-blooded bridge player could bid just 2 on these cards.

 

If memory serves, didn't the Italians of the Blue Team era rebid 2NT on hands like this?

They did indeed, but they were playing a different bidding system whereby 2NT had a different meaning.....
