Pass = any minimzum that can't raise . Likely 2=5=3=3. 1=5=(43) possible.

X = Cooperative penalty. Extras with 2-3 cards and no raise. Other uses possible but not as worthwhile.

3 = a good 6+ card suit in a hand that can't raise .

Using double as 'penalties' in this sequence leaves you without a bid on hands with extra values but no fit. I'd prefer to use double to show this type of hand. For example [xx AKJxx xx AKQx] or [Kx Axxxxx x AKxx]. Partner is allowed to convert the double on an appropriate hand (e.g. a trump trick(s) and heart shortage) but that certainly isn't their default choice.

 

I'm also more in Steve's camp about the meaning of 3H. I wouldn't pass many hands with a chunky 6c heart suit and either some shape or a few extras. For me [Kx AKJTxx x Jxxx] or [Qx AQJTxx xx AJx] would qualify.
