Hand 4 doesn't belong in the conversation about GIB being inconsistent because on that hand, GIB was balancing instead of opening. IMO he made a bad bid, but that's a different problem than being inconsistent.

 

At the other four tables, East was opening. On Hand 1 East made a different decision than the other three, but (as has been explained ad nauseum) there are many variables when it comes to GIBs in use in the MBC, so it's impossible to identify the source of the inconsistency without knowing the details at every table.

 

There's nothing inconsistent at the other three tables.

Hand 4 has no good bid because of the definition of balancing 1NT and his other options like double.

It doesn't vary from person to person, but there are several variables that might cause GIB to sometimes do different things at different tables. Among those differences are (note the date, so you can stop beating this dead horse):

In the MBC, some users rent advanced robots ($1/day), some rent basic robots ($1/week), and some are using the Windows client that uses the downloaded GIB application, which hasn't been updated in a while. The different levels of robots will bid differently.

 

Also, if simulations are used in the bidding, the random samples will be different at different tables. In robot duplicate tournaments all the tables use the same deals, but not in the MBC.

All of my example hands were taken from the other table results in the same time of half an hour.

None of the difference Barmar listed have anything to do with whether or not the hands were played at or near the same time.

  • In the MBC some users rent advanced robots ($1/day), some rent basic robots ($1/week),

  • if simulations are used in the bidding, the random samples will be different at different tables.

These differences don't exist in tournaments.
