I guess North's spades aren't good enough to bid NT over 2?

Rebidding 2nt should show weaker hand ( maybe with less than 9hcp (not TPs)).

Rebidding 3 should show stronger hand with 9+hcp and values in it.

For this hand,I think Gib maybe too aggressive only with 7hcp in the balanced hand,3 is a incorrect auction.

lycier, again you are confusing reverse auction with jump shift auction, which are not treated the same way in standard american bidding. 3 is wrong because of the distribution and spade holding, not because of HCP strength. 3 need not promise more than the original 5-6+ HCP, but should typically have six diamonds.

 

Opener has forced to game with 19+, it is not a reverse auction with a lower requirement for opener's strong bid. Without a need to stop short of game with responder's weaker hands, responder is free to simply bid naturally to reach the right game. Opener shouldn't assume more than 6+ hcp and will bid accordingly. If responder has a stronger hand, 10+ or so, or with the right shape to warrant it, he will cue bid or take some other strong action after strain is settled, possibly bidding on after opener's game signoff.
