Law 31B needs comma moved

Law 31B (Bid Out of Rotation – Partner’s or LHO’s Turn) presently says the following:

 

“When the offender has bid at his partner’s turn to call or at his LHO’s turn to call, if the offender has not previously called, offender’s partner must pass whenever it is his turn to call...”

 

The comma after the second occurrence of "call" needs to be moved to before the FIRST occurrence of the word "call" so that it will read as follow:

 

“When the offender has bid at his partner’s turn to call, or at his LHO’s turn to call if the offender has not previously called, offender’s partner must pass whenever it is his turn to call...”

 

This would then make it clear Law 31B is to be used in the following two situations:

 

(1) when it is partner's turn to call, OR

(2) when it is LHO's turn to call and he has not previously called (which would normally mean LHO is dealer and about to make the first call of the auction)

Why do you think this is the intent of the law? Why should the condition that it be the first round of the auction only be applicable when it's done at LHO's turn, not partner's turn?

If the player calls at LHO's turn and the player has already called then it is treated as a change of call, not a call out of turn.

Silly me, I was somehow thinking that there could be an entire round of bidding between the offender's previous call and his call at LHO's turn. But LHO's turn can't happen until the offender has called again. What I was thinking can only apply to calling at RHO's turn.
