Gib's take-out is correct?

Gib W have 11-14hcp only with 3-3 majors distribution in the balance:

1-what's the purpose of its take-out in 4333 hand?

2- No double,no trouble,I think its double is not correct ,should pass never double.

I think the double has less upside after a passed partner. It's close to being reasonable though, like switch the black suits, or maybe move the A of diamonds outside, it can sometimes work out while other actions you get frozen out of the auction when partner has a reasonable 5/6 cd suit.

 

I think the main problem is that GIB likes to jump with 9 HCP too much in response to takeout doubles, and doesn't adjust for further intervention, it doesn't take into account that freely bidding something now shows something, not forced to take calls with really weak hands. It should only jump so freely when doing so to the 2 level in a major without further competition IMO. I think it should require a more to jump in a minor, or to jump over further competition.
