Edit: Sorry I misread and thought you were asking why W doesn't escape. I agree North doesn't have clear escape, as you can double on a lot of hands with more solid suits and might have 1nt set in your own hand. If you are doubling on a wide variety of shapes and strengths (maybe you have 20 not just 17), there's no way for weak partners of the doubler to really know if there is a safe landing spot. Doubler might have it beat opposite a flat yarb. And often on these type of hands it's just turning -180/380 into -200/-500. After a redouble perhaps rescue systems make more sense. If you play rescue systems then either East shows clubs, and West doesn't know if he has 6+ clubs and a stiff diamond or something where clubs is almost certainly better, or if East is running with flat hand and diamonds is better. Or East has some system where he shows clubs and higher, and you end up in hearts, down at least a couple and down 4 on best defense. Wouldn't you just rather take your -180?
