It was/is played -quite successfully- by, among others, the Kaiser brothers from the Netherlands. I am no expert, but if I recall correctly, it is a strong club system where the 1M openings promise a four or at least six card major, but never five. Hands with a five card major are opened 1♦. It used to be popular among some players (Cees Kaiser and his partner, Toine van Hooff, and his partner, ...) at the Star bridge club (Utrecht, the Netherlands) when I played there in 1997. It was opening 2NT with similar distribution but that took away opening strong balanced hands. Also it forced to the 3 level, with 2D you can stop with 2H or 2S when partner is too weak to force.
