For this Gib hand,2 is not forcing,why?

This is not 4th suit forcing, which is a convention used by responder on the second round. Opener limits the hand with 2C (no jump shift) and 2D shows no more than a minimum, so is isn't possible for N to now have a force to game. 2H was an aggressive action but was very successful here, and it was not forcing.
