Better than GIB usually does, actually, as it shows awareness of the fact that the first priority in minor suit auctions is reaching 3NT. And North is between a rock and a hard place over 4♣ if South could have ♠x, ♥Ax, ♦AKx, ♣Kxxxxxx. "Twice rebiddable" clubs means 7 of them, or 6 good ones, and South's hand appears to be unlimited.
