Your 4S bid instead of 3S was already a horrible choice, mind you, so I am not sure we are going to be able to find peers of this particular person. The auction is not the same as a hesitation Blackwood situation where a slow sign-off at the 5-level says you are not missing two key-cards. All you know is that partner thinks he can make Six Spades opposite two key cards and the queen of spades. That does not, to me, demonstrably suggest bidding Seven Spades. That does not, to me, demonstrably suggest bidding Seven Spades.I agree with one thing, here. Having failed to show the solid suit via 3S earlier, Opener might consider bidding 7S now. But, IMO, the TD should not buy into it. West still does not know all the key cards are actually held (The failure to ask for kings suggests they are not.), and the B.I.T. could demonstrably suggest that they are. Partner was scarcely likely to be considering passing Five Spades, so the pause tends to suggest bidding on. Therefore, one needs to be pretty sure pass is not a logical alternative to allow the raise. Since partner's bidding is consistent: ♠xx♥AQxxx♦AKQJx♣x Pass is not only logical, but indicated, so it seems clear to disallow the raise to seven.
