So, after passing intitally with ♠KQ9373 ♥Q862 ♦4 ♣963 GIB decided that after p - (1♠) - X - (p) it's logical continuation was.... 3♥. Needless to say, 3♥ was not a successful contract with basically no tricks and poor trumps.

I agree with your assessment of the bidding, but it may be worth noting that (1) despite going for 300 you still got 47%, and (2) after GIB East threw a trick at trick 2 you were at one point heading for just one down.

Gib is giving full weight to it's KQxxx ♠ sitting under a 1♠ opening. If Gib had KQxxx of a minor suit or 5♥ and a 4-card minor then Gib would have it's bid.

 

Gib doesn't do in and out evaluation if it's hands..

I wonder what the correct bid with North is. There's something to be said for Pass, 1NT and 2H (don't like 3H though). I think I'd pick 1NT at the table.

Given that GIB will not anytime soon be taught to re-evaluation his hand mid-auction, it appears to me that the bottom line here is:

Do we think the requirements for 3♥ (4+♥ and 9-12 total points) are appropriate, or should they be adjusted?

 

Of course, changing ♣8 to ♣J doesn't do a lot for the overall value of the hand, but we should clarify whether this is a very specific easy-to-apply requested change or simply part of the larger "teach GIB to re-evaluate" request.

I think 3H is more than a bit much. 2H is fine. I would not pass at the one level, I expect to make 2H and with them NV I have to beat it two to score well.
