East needs about 12 points for 0 losers and can count with 7-8 working points across. Odds are 1-2 cards are missing, so slam rates to be something between 50% and hopeless. Whichever way you read it, the double ♠ cue should show both a 1st round ♠ control AND a huge hand. I'm not sure if West would be tempted to use RKCB after that or bid 6 ♦ directly, but ought to give it some serious thought. West could have something minimal like ♠ xx ♥ Jxx ♦ AQ432 ♣ Jxx and would still bid 4 ♦. So West's hand would seem to be well beyond the minimum for the bid. The other possibility has already been mentioned -- West bidding 5 ♦ instead of 4 ♦. It creates a momentum auction. Given that 3 ♠ shows a big hand and ♦ fit, then 5 ♦ says I've got enough that 5 ♦ should have a good play opposite whatever your hand is.
