Assuming GIB wouldn't bid 2S over 2H with just 4 cards (and one would hope not!), that's somewhat of a non-sequitur, right? As in the OP you might want to show 3-card support for partner's spades, so a splinter is ideal since it's so descriptive (shows exactly a maximum 3631 or 3640). I'd say 4m as splinter makes more sense on that auction than a "rebiddable" second suit. BTW, that is one massive 2H opening.
