1.) That is 11 HCP, and since GIB plays 2/1, it has to bid 1NT because it can't bid 2.

 

2.) Once GIB jumps, you have a pretty good picture of it's hand - a Limit Raise with 3 trump. You have to go because you have a prime 14 HCP with two doubletons for a 16 count.
