Is this somehow non-forcing?

It would never occur to me that 2 could be passed, or that 3 was forcing and natural.

It is forcing but GIB apparently has no rule that prevents it from passing forcing bids. Possibly 2!s would deny three hearts while the hand is somehow not suitable for 3!h, maybe it denies six spades or maybe the hand is a tweener between 3!h and 4!h.

 

When nothing fits, it passes by default.

2 should be forcing to the best of my knowledge. It seems not since GIB N shouldn't be stuck for a rebid.

 

2 is non-forcing indeed on the Gib CC.

You should jump bid 3,that is just a forcing auction.

 

 

Now here is a example hand which I have given special attention to .

Except this situation is different from that- the example is free bid (negative) over an overcall and this is a free bid (positive or negative) over an opening bid.

according to the posted GIB CC (which admittedly has errors in it) GIB plays weak jump shifts in competition.

 

 

But even if 2 is NF forcing GI is worth a sporting raise to 3
