I think this is just a Gib hand with incorrect use of its convention,according to Gib CC, it goes normally:

1nt - 2♣

2♦ - 2♥ showed 5♥+4♠ to invite.

You have an exceptionally well-fitting maximum hand, have some good breaks and a successful Club finesse.

 

North is just bordering on invitational in my view. I would not worry too much about this one. Whether it SHOULD be showing invitational values for the sequence stated is perhaps debatable, but let's not go there.

GIB consistently requires 9 points to invite game opposite a 1NT opener. He also won't bid Stayman with fewer than that.

With same hand, but moving one of minor jacks in majors or making 9TP would make GIB using 2♣ and over 2♦ will bid 2♥ -> Invite major -- 5+ ♥; 4+ ♠; 9 HCP.

 

So GIB would pretend it has 9HCP with 8HCP and 9TP, but somehow clear values in both suits.
