I think this is just a Gib hand with incorrect use of its convention,according to Gib CC, it goes normally:

1nt - 2

2 - 2 showed 5+4 to invite.

You have an exceptionally well-fitting maximum hand, have some good breaks and a successful Club finesse.

 

North is just bordering on invitational in my view. I would not worry too much about this one. Whether it SHOULD be showing invitational values for the sequence stated is perhaps debatable, but let's not go there.

With same hand, but moving one of minor jacks in majors or making 9TP would make GIB using 2 and over 2 will bid 2 -> Invite major -- 5+ ; 4+ ; 9 HCP.

 

So GIB would pretend it has 9HCP with 8HCP and 9TP, but somehow clear values in both suits.
