When I clicked on 3, I see "Support, possibly a strong hand -- 3+S;". The explanation you posted is what I see for the 4 bid. Both explanations seem reasonable for GIB.

North has an almost perfect minimum, both outstanding spade honors, and controls in the unbid suits, but from North's standpoint, the lack of a diamond honor is a big minus and this still falls in the minimum opening bid for GIB.

I would give serious consideration to an immediate Soloway jump shift of 3 and then supporting spades. As to who is helpless, I would give South more of the blame.

Its a useless description. North has great slam potential more than South has reason to expect. Soloway is stupid- GIB doesn't know what to do with Soloway bids so its waste of bidding space.

If a Soloway jump shift is "stupid", then so is a 2/1 response since GIB doesn't know what to do with that response either. You've got a lot better chance of getting GIB to cooperate with an immediate jump shift with the expected minimum opening hand.

I agree,it is used rarely nowadays in the world.

There are a lot of things that GIB plays that aren't played much. You have a limited number of bidding sequences so if you choose to not use part of the GIB system, you are intentionally limiting your options.

Contrary it seems to the flow of modern trends I quite like strong jump shifts (when not abused), but I think that their merits are diminished where the suit is lower ranking than opener’s so that a simple change of suit would already be GF. Was not one of the main reasons for development of 2/1 GF in order to ditch the GF jump shift?
