OK, South a bit strong for 2♦ but influenced by conditions of contest. Not really the point of the hand. I don't think it excuses E/W. But I agree that West takes the lion's share. Actually I find it quite hard to construct a reasonable hand consistent with West's pass and then 3-level balance.
