IMP, best hand South.

 

OK, South a bit strong for 2 but influenced by conditions of contest. Not really the point of the hand. I don't think it excuses E/W. North could easily have had some of South's honours to make N/S bids middle of the road.

I feel that from East's viewpoint, on most hands where 4 is good, West would have taken some immediate action over 2. But I agree that West takes the lion's share.

 

Actually I find it quite hard to construct a reasonable hand consistent with West's pass and then 3-level balance.
