I think part of the blame is the positive 2NT that I really wish would be dropped from GIB's system. Most of the blame goes to GIB E though, I don't think that's a 2 opening and personally don't count 23 total points unless GIB double-counts shortness and honors in the same suit. I know GIB doesn't downgrade quacks early in the auction but even bean counting should get you to 21 TP.

For me that does not look like a 2C opener. Just an opinion.

GIB does make quant 4N bids sometimes but don’t ask me the rules when.

It should be quant here I think because W can cue then 4N. Although I note that 2N is quite limited.

All that said, it is a fairly common problem, particularly with a minor trump suit, C in particular, that GIB will bid 4N as RKCB being the only available slam try when some responses commit you to a no play slam
