I looked at this and thought golly, everyone voted the same as I did. Then I noticed that I was the first voter.

 

Anyway, I pass on the first and bid 3 on the second. This has a lot to do with the fact that we are nv on the first one and v on the second. Even an aggressive partner should have a better suit, and maybe a better hand, when he is vul than when he is not. I would not consider 3NT on either hand. I guess on the first one, if 2 was a vulnerable opening (it isn't) I would figure we are probably safe for the three level and try 3. If partner lacks a fit he can struggle with 3.I have less confidence that 3 will come in if we are non-vul.
