This is a common enough scenario, your preempt forced them to guess a bit and they punted game with a fit and they were wrong and we are 95 % sure that they are wrong, let's just double. Even if declarer has KQ of spades and the DK they are unlikely to have the entries to dummy to pick up everything. We are probbably going to get a tap going also. Even if dummy has the short clubs if they only have 3 spades they cannot ruff 2 clubs in dummy while picking up our trumps.

 

It's just terrible to not X.

And I would suggest bidding 3♣ with a hand where partner is expected to bid 3NT with 18-19 balanced. Otherwise it is too low frequency and you want to be making this sort of bid as often as possible.

Your suggestion is noted and disagreed with in context of our system, which employs a weak NT - basically if we employed your method, we should make the bid with a good 6 to a bad 8 HCP, and nothing else ish, or we wouldn't know what to do when we had a strong NT.
